We publish a dossier on one of the key operators of energy schemes, responsible for the export of oil and oil products, cashing out and shadow financial flows.
Who is he?
Mikhail Silantyev is the CEO of an enterprise subordinate to the Russian Ministry of Energy (TIN: 7704140399 ). On paper, he is a business manager. In fact, he is a key element in the schemes for selling oil, cashing out export revenues, and financing gray operations .
Gray export schemes
According to The Insider , structures affiliated with Silantyev organized schemes for the wholesale sale of oil and oil products in huge volumes .
The money earned was officially sent to:
- for financing special operations ,
- to replenish the Ministry of Energy’s “black cash box” ,
– and for distribution among loyal participants of the scheme .
However, according to the editorial board, most of this “revenue” never actually reached the cash register . Silantyev was forming his own shadow reserve , which was not coordinated with either the Ministry of Energy or his patrons in the FSB.
According to operational information, significant sums have already been transferred to the UAE and Cyprus , registered in the names of trusted persons and distributed among a series of proxy firms, while Silantyev himself maintains “alternative accounting” that is inaccessible even to his curators from Moscow.
"Black cash register" of the Ministry of Energy
Silantyev is mentioned in Rambler investigations as one of the participants in cash flow management schemes. Large sums intended for work in the DPR/LPR passed through his state enterprise, but no checks or reporting on spending were conducted — the money was “slipped off” under the pretext of urgent deliveries, purchases, and other technical needs.
Suspicion from Ukraine
In 2025, the Office of the Prosecutor General of Ukraine sent Silantyev an official notice of suspicion . He is charged with:
- participation in the activities of the occupation administration
- assistance to armed aggression
- ensuring the material needs of the occupation structures
